The Wyoming Association of Irrigation Districts (WAID), a recently formed 501(c)(5) organization as of 2023, has quickly made a mark in advocating for water districts across the Cowboy State. Among their early successes, WAID helped secure a key legislative change during this year’s session in Cheyenne.
A revision to Wyoming Statute #41 will now ease bidding requirements for irrigation districts when purchasing goods or services. WAID President Steve Lynn, who also manages the Midvale Irrigation District in Fremont County, said the change allows districts to operate with more flexibility and save money on routine purchases.
“Purchasing equipment or materials used to require going out for public bid, even for relatively minor items,” Lynn explained. “That process was time-consuming and costly, requiring repeated public notices in newspapers. It just didn’t make sense for things we already seek competitive quotes on. This update removes unnecessary hurdles.”
Beyond legislative work, WAID is keeping a close eye on looming federal funding cuts, particularly those affecting infrastructure grants. Many irrigation systems across Wyoming are nearing or past the century mark in age, and districts are working hard to modernize while keeping water costs manageable for users.
“We don’t want to raise assessments to a point where people can’t afford water,” said Lynn. “That’s why programs like NRCS grants and WaterSMART funding are essential. We advocate for those resources and present necessary projects to secure support.”
WAID provides a platform for Wyoming’s irrigation districts to collaborate and learn from one another. Their annual meeting, which features breakout sessions and seminars, is scheduled for this November in Casper. Lynn emphasized the practical value of these sessions, saying they often lead to real solutions without districts having to “reinvent the wheel.”
