ELD Hours of Service Comment Period Open

The Federal Motor Carriers Safety Administration announced a comment period this week on an agricultural exemption under the Electronic Logging Device mandate. The American Sheep Industry Association has continued to work collaboratively and across both the legislative and regulatory regimes to ensure exemptions to the Hours of Service regulations remain in place for livestock haulers during the transition from paper to electronic logging. 

It is apparent that there is an incompatibility between the Electronic Logging mandate and the realities of the livestock industry. Neither the electronic logging equipment, nor drivers and law enforcement, are prepared for the implementation of these new regulations given the exemptions necessary for animal welfare and safety. 

To resolve these issues, FMCSA is seeking comments before Dec. 18, on a delay of the Electronic Logging Device mandate for livestock haulers. ASI will submit comments and has worked with the livestock, poultry and aquaculture industries to secure an exemption from the Electronic Logging Device and Hours of Service regulations for livestock haulers through the transportation appropriations process.
